The US Government, armed with evidence of massive Canadian political corruption related to water exports, is quietly encouraging Canadian governments to move forward with a rational continental water sharing plan similar to the NAWAPA that first came to public prominence in the 1960's.
Announcements were made at Canada's Western Premiers Conference in June 2010 that also signalled that the Obama strategy of quiet "full spectrum" diplomacy was working.
The issue of water exports has become a political hot potato in Canada due to fraudulent message Canadian politicians sent to the public when many of them were involved in behind the scenes corruption. This messaging has left Canadian public opinion confused, divided and sometimes often hostile to a resource export program that is, arguably, the most environmentally friendly resource development program that Canada could possibly develop - changing the run off patterns for some of the melting water from its annual snow cover.
