The law firm that was instrumental in assisting W.C.W. Western Canada Water Enterprises Ltd. obtain its illegal contract with the Government of British Columbia was Clark Wilson of Vancouver, British Columbia.
Clark Wilson partners James Halley and Lyall Knott and, former partner, Paul Fraser, shown above from left to right were actively involved as legal counsel for W.C.W. Western Canada Water Enterprises Ltd. when it negotiated the secret illegal agreement. Assuming they were the competent lawyers they tout themselves to be one must assume the understood exactly what they were doing was a violation of the Free Trade Agreement, the GATT and the BC Water Act in addition to being a violation of US Sherman Anti-Trust legislation.

Is James Halley A Criminal?
According to his web profile, Mr. Halley has acted as legal counsel for the Department of Justice, Ottawa, has written several articles and delivered numerous lectures on these taxation and finance for the Canadian Tax Foundation and the Canadian Bar Association, has acted as Director of many corporations and obtained his Bachelor of Laws degree from the University of Manitoba in 1966.
Given his connections to the Department of Justice in Ottawa is difficult to believe that James Halley did not know that what he was doing for his client W.C.W. Western Canada Water Enterprises Ltd. was highly illegal.

Lyall Knott's web profile does not mention the fact that he was once a member of the Kim Campbell Gang, and is a continuing member of the Gordon Campbell Gang.
According to his web profile Lyall Kott is a merely a senior partner of Clark Wilson LLP's Business Law Group, earned a Bachelor of Commerce degree in 1971, a Bachelor of Laws degree in 1972, both from the University of British Columbia, a Master of Laws from the University of London, England, in 1973, was to "the rank" of Queen's Counsel.in 1985, has a broad base of experience with both public and private corporations and he has an extensive background and understanding of the workings of government.
Given his obvious intelligence and understanding of the workings of government that he alleges to possess, it would be surprising if Lyall Knott did not know that what his client, W.C.W. Western Canada Water Enterprises Ltd., was involved in something highly illegal from 1988 to 1991. It is trite law but it is a crime to aid and abet a crime and it sure looks like Lyall Knott was aiding and abetting W.C.W. Western Canada Water Enterprises Ltd., carry out one of the great crimes of the twentieth century.

Is Paul Fraser A Criminal?
Without doubt. Paul Fraser is a part of Gordon Campbell Gang and he may have been a covert member of the Kim Campbell Gang although, ostensibly, he was a member of the Liberal Party of Canada and close to the regime of Prime Minister Jean Chretien.
Paul Fraser was "Counsel" with W.C.W. Western Canada Water Enterprises Ltd. in the critical period when it acquired its illegal contract through negotiations with the Ministry of the Attorney General for British Columbia. Shortly afterwards, the Colin McIver, the lawyer who assisted in those negotiations, from inside the Ministry of the Attorney General, was hired by Paul Fraser's new law firm Fraser Milner Casgrain.
In the spring of 2010 as this web site cranked up the worldwide exposure of the Gordon Campbell Gang, Premier Gordon Campbell, a convicted criminal, appointed Paul Fraser to be both the Information and Privacy Commissioner for British Columbia and the Members Conflict of Interest Commissioner for the British Columbia legislature.
When Margaret Annett, the former President of W.C.W. Western Canada Water Enterprises Ltd., was sued in the British Columbia courts by Aquasource Ltd., over the role W.C.W. Western Canada Water Enterprises Ltd. played in destroying the Aquasource business she retained Paul Faser.
We think Paul Fraser is a criminal and was one of the masterminds behind the W.C.W. Western Canada Water Enterprises Ltd. scheme to acquire the bulk water export monopoly from Canada - but we will let the reader be the judge.
