When the career of Victoria Chief of Police, Paul Battershill, pictured above far right, came to a screeching halt, in the fall of 2007, it was headline news across Canada. After several weeks of speculation on the cause, it was revealed that the reason for Chief Battershill's sudden departure was that he had been having a sexual affair with a young lawyer, Marli Russen, (above to the left of Battershill) who was an associate of the prominent Canadian law firm of Heenan Blaikie.
What the media did not tell Canadians was that, in the fall of 2007, Chief Battershill was under increasing pressure to pursue more vigorously the investigation of the criminal mis-conduct that took place inside the office of the Ministry of the Attorney General for British Columbia from 1989 onwards in relation to the Water War Crimes and specifically the crimes of fraud, perjury and obstruction set out in two detailed complaints made December, 2002, and October, 2005, and filed for action with both the RCMP and the Victoria City Police.
The crimes took place at a time when Heenan Blaikie law partner, Jean Chretien, was Prime Minister of Canada and there is every reason to believe they were carried out with the tacit approval of Canada's Federal government at that time. When he became Attorney General, Geoff Plant (shown above to the right of Chretien) was asked to investigate these complaints of criminal conduct by staff lawyers carried on prior to his assuming office but Mr. Plant took the cowards way out and continued the cover up until he left political life and joined the law firm of Heenan Blaikie.
Co-incidentally, Heenan Blaikie law partner, Brett Baker, (shown above to the right of Plant) had been senior policy advisor to Prime Minister Paul Martin's Minister of Justice, Irwin Cotler, in the fall of 2004 when he was fully advised by the authors of this website at a private meeting with him, about the Water War Crimes issues but did nothing after promising to look into the issues.
So we ask the reader, was it a co-incidence that out of the millions of women in Canada who might have had an affair with Chief Battershill, the one who did was from the law firm of Heenan Blaikie, where Jean Chretien, Geoff Plant and Brett Baker were partners and had some knowledge of the crimes Chief Battershill was responsible for investigating, and where two guilty parties, Jean Chretien and Geoff Plant would have had an interest in terminating the investigation?
We think the odds are so slight that it is reasonable to suggest Marli Russen was sent on a mission to sabotage the investigation by sabotaging the Chief of Police.
Co-incidentally, Battershill was replaced by Chief Jamie Graham, formerly with the Vancouver City Police and the RCMP and Graham immediately shut down the investigation.

The connections of Heenean Blaikie to the Water War Crimes becomes more intriguing when one understands that, in the year 2000, Audrey Best Bouchard, shown in centre photo with her husband Lucien Bouchard, joined the law firm of Heenan Blaikie.
Audrey Best Bouchard was the wife of Lucien Bouchard who was the Minister of the Environment in the Brian Mulroney Government when Fred Doucet, the former pal and Chief of Staff for Prime Minister Brian Mulroney, was lobbying the Canadian Ministry of the Environment on behalf of W.C.W. Western Canada Water Enterprises Ltd.
As Minister of the Environment, Lucien Bouchard attempted to introduce legislation that would have conferred upon W.C.W. Western Canada Water Enterprises Ltd. a monopoly on bulk water exports from Canada by prohibiting bulk water exports from Canada except for firms with existing contracts or permits such as the one W.C.W. Western Canada Water Enterprises Ltd.. had negotiated with the Government of British Columbia, secretly and illegally, on September 25, 1989.
The legislation was never adopted, Lucien Bouchard threw a temper tantrum and in May of 1990 quit his position in the Progressive Conservative Party and turned his back on Prime Minister Brain Mulroney, the man that elevated him from his humble beginnings to international prominence as Canada's Ambassador to France.
Audrey Best Bouchard was born in France but raised in California. As a Californian, she would have had an implicit understanding of the huge market potential for Canadian fresh water in the American southwest and the huge profits one could make if one had a monopoly export position.
It is surprising that Heenan Blaikie, the law firm where Canada's strong federalist Prime Minister, Pierre Trudeau was a partner, would hire the wife of the man who was determined to break up Canada as leader of the Bloc Quebecois.
However, all of this begins to make perfect sense when it has now been revealed that Pierre Trudeau, along with Queen Elizabeth II, were also an investors in W.C.W. Western Canada Water Enterprises Ltd.
And, these revelations also explains why Jean Chretien ,another alleged investor in W.C.W. Western Canada Water Enterprises Ltd., also joined Heenan Blaikie when he retired from politics and why it was that a sexy lady lawyer from Heenan Blaikie who gal who seduced Victoria City Chief of Police Paul Battershill when he had promised to carry out an investigation of crimes committed inside the Ministry of the Attorney General for British Columbia that benefited W.C.W. Western Canada Water Enterprises Ltd.
It is also an astonishing co-incidence that the Attorney General for British Colubmia is regularly represented by the same Ottawa lawyer as Fred Doucet, namely, Robert Houston.
And these revelations may explain why Audrey Best Bouchard died "prematurely" at age 50, as stated in the press release issued by Heenan Blaikie, on January 25, 2011.
Was Audrey Best Bouchard guilty of any crimes?
We don't know. But it is a reasonable assumption that she knew things that may have made her anxious, nervous, or distressed.
It is interesting that the cancer that allegedly killed her was allegedly diagnosed three years prior to her death which would be after the Federal Court lawsuit action T-95-08 was filed and these matters were becoming exposed in Canada's courts and government offices.
Like the 29 others interred in the Graveyard of the Guilty, Audrey Best Bouchard knew too much.
If the RCMP had been doing their job properly, they might have saved Audrey Best Bouchard from a premature death because the worm that eats at one's conscience is the same worm that eats at and comsumes one's physical body when one is afflicted by cancer.
