MEXICO NEEDS CLEAN FRESH WATER
Canadian Prime Minister Harper will be secretly talking fresh water exports with Mexican President, Enrique Peña Nieto on February 17 and 18, 2014 for two days before US President Barack Obama shows up for the tri-lateral North American leaders summit that begins February 19, 2014.
The key issues for the Mexicans are Canadian pricing, transportation costs through the United States, and expected delivery dates. The project will soon be getting underway in Canada with the construction of the massive Site C Dam (estimated cost of $7 billion) in northern British Columbia. In anticipation of the trilateral meeting, British Columbia Premier Christy Clark held top secret talks with California Governor Jerry Brown two weeks ago and intelligence sources advise that water export from British Columbia was the most pressing issue on the minds of the Californians who are in the worst drought in state history.
The Canadian bargaining position is complex because export matters fall under federal jurisdiction but water is "constitutionally" owned by the Canada's provincial government. The position becomes even more complex in British Columbia because almost all water in the province is located within un-ceded Native/First Nations territory so that the provincial government's title to the water is not recognized under international law. In November 2012, the US Government negotiated a key treaty that allows Mexico to store fresh water in Lake Mead behind the Hoover Dam. This will allow Mexico to acquire massive quantities of fresh water from Canada and manage the flow of the resource into Mexico without having to build massive new reservoirs to hold the water.

Queen Elizabeth & President Obama to meet Pope Francis
It doesn't get much stranger but Queen Elizabeth who suddenly canceled her visit to Rome scheduled for March 2013, after this web site blew the whistle on her motives, has announced that she will travel to Rome on April 3rd this year and she will be meeting Pope Francis when, in 2013, she had no intention of visiting Pope Benedict.
Observers have noted that US President Obama will be visiting the Pope on March 27, 2014, a week before the Queen shows up which creates an impression that the Queen of England, the President of the USA, and the Pope in Rome are meeting, albeit on different days, to discuss a topic of mutual interest which some observers suggest is the vexing topic of the murder/execution of former Canadian Federal Court of Appeal Justice, Carolyn Layden-Stevenson in June of 2012 that was allegedly approved by former Pope Benedict.

There is a school of legal opinion that argues that Justice Carolyn Layden-Stevenson deserved to be executed because she violated her solemn Oath of Office by intentionally mis-applying the law in the case brought by Mr. Carten and Ms. Gibbs in Canada's Federal Court system. Queen Elizabeth has been Canada's head of state for several decades and she has blithely continued in that position, reaping the benefits of office without being mindful of her duties, while many of Her Canadian judges have gone completely haywire (drug using judges is a common place occurrence in courts in Canada) and have caused harm to innocent Canadians. Queen Elizabeth also has issues arising from the un-denied allegations that she violated her Coronation Oath by secretly investing in the scheme to loot Canada's water export wealth. So, while it may have been wrong for Justice Layden-Stevenson to favour politicians, insiders, and Queen Elizabeth by denying justice to their victims, she wasn't doing anything very much different than some Canadian judges have been doing for a long time.
