All Roads Lead to Rome
The plan was first put forward by the US Army Corps of Engineers and Parson's Engineer in the 1950's and was hailed by then Canadian Prime Minister Lester "Mike " Pearson was quoted in 1966 saying of the plan that “This can be one of the most important developments in our history."]

This great humanitarian and environmentally friendly plan went sideways when financial interests in New York, London and elsewhere tried to "steal the deal" .
Pope Francis who has publically rebuked greedy capitalists as enemies of humanity and the environment has been quietly supporting the plan and on September 23, 2015 he symbolically canonized Father Juniper Serra who is widely knows as the first man to construct an aquaduct in California thereby bringing water to the desert, turning dry land into flourishing gardens - a tradition that continues in California to this very day.
Certainly, Pope Francis, who now resides in Rome, would have a keen eye and appreciation for the civilizing influence of aquaducts which helped to establish the Roman empire two millennial ago.

The Dark Side of Water Exports
The alleged investment of Queen Elizabeth and her recently fired husband Prince Phillip (May 4, 2017) in W.C.W. Western Canada Water Enterprises Ltd. (1989) was entirely plausible because Queen Liz was / is Canada's Head of State and Heads of State have a historic reputation to stealing from the people they govern.
Further, according to affidavit evidence filed in the Sun Belt Water Inc. lawsuit, WCW president Margaret Annett told Sun Belt Water president Jack Lindsey that she had a deal with Queen Liz which explains why her company was awarded the water export monopoly and why the Canadian and British Columbia, governments agents of Queen Liz, broke the law, obstructed justice, put Mr. Carten in jail, destroyed his business and attacked Ms Gibbs and her family because she was assisting him at the time when he was representing Sun Belt Water in its lawsuit that threatened to expose Queen Liz and a whole group of other insiders as criminals in high office.

The intriguing role of the Papacy emerged in February 2013 when "'a reliable private intelligence source in Canada advised Water War Crimes investigators that British intelligence had determined that Pope Benedict had ordered the murder of Justice Carolyn Layden-Stevenson and that Queen Elizabeth had planned to discuss the matter with the President of Italy on her trip to Rome on March 6 and 7, 2013. The trip planners had deliberately excluded a Royal - Papal meeting which is the usual custom.

The very idea that a Pope would sanction a hit / murder on a Canadian judge seems preposterous. Nonetheless, that is the information we received and shortly after we publicized it Queen Elizabeth and Pope Benedict started acting in a very strange manner and Canadian Prime Minister Harper reached out to punish the direct participants in that murder which was carried out, according to our source, by agents of the French mafia. In the months that followed, two prominent French lawyers with connections to the French mafia dropped dead, one was found dead "in the water" to send a message to everyone involved that his death was related to the Water War Crimes and another was dead by a sudden heart attack - like so many of the sudden deaths of insiders who were part of the Water War Crimes.
Prime Minister Harper had to act.
A nation like Canada cannot permit anyone to murder its senior officials, such as a Court of Appeal justice, without retaliation. The fact that these murders in retaliation were carried out without fanfare is typical of the Canadian style of acting behind the scenes. No one should underestimate the capacity of Canadian special forces to kill anyone anywhere.
In the months that followed the Catholic Church chose a relatively unknown Jesuit to be its leader and Queen Liz and her husband, Phillip, went to Rome to suck up because Queen Liz had allegedly broke her vow before God to serve according to law and she needed absolution that only the Pope could grant because he has special access to God - or so the story goes.
When Stephen Harper went to visit Pope Francis he had a ten minute meeting, came back to Canada, deliberately lost the election to Justin Trudeau and faded into obscurity.
