When the RCMP refused to carry out an investigation of the documented allegations of fraud, perjury and obstruction of justice carried out by legal counsel with the Attorney General for British Columbia, they passed the puck to the Victoria City Police department and, given that this was not an emergency call, it took some time for an officer to investigate the allegations.
The RCMP and the Victoria City Police both admitted it looked like perjury may have occurred and that an investigation was warranted.

Eventually, a police officer called by telephone to advice that he reviewed the file and that he would interview, Ms. Wilson, the lawyer with the British Columbia Ministry of the Attorney General, who has sworn the false affidavit but he did not intend to interview the Deputy Attorney General, Gillian Wallace, or Senior Legal Counsel, William Pearce.
William Pearce and Gilliam Wallace were included as co-accused because it is extremely unlikely that a lawyer, in Ms. Wilson's position, would deliberately lie to the court unless she were part of some larger stratgey approved by Senior legal counsel, William Pearce, and, given the nature of the case, that was probably also approved by the Deupty Attorney General, Ms. Gillian Wallace.
Because the Attorney General sits as a member of cabinet it is probable that the strategy of fraud and obstruction of justice was approved by the Premier and his cabinet. However, due to the absence of a documentary record that implicated the Premier and his cabinet, this allegation was not made in the Police Report.
The Victoria Police did not report the results of their invesitgation but, shortly afterward, in March 2003, Gillian Wallace resigned her position as Deputy Attorney General. Ms. Wilson kept her job.
Ms. Wallace has resigned her membership in the Law Society of British Columbia and her whereabouts is unknown although Paul Martin's government, in 2004, rewarded her with a position as Chairperson of a Board of Investigation under the auhtority of the Correctional Service of Canada and National Parole Board. If Ms. Wallace was guilty of the crimes of fraud, perjury, and obstructiuon of justice that took place in the Minstry of the Attorney General when she was the Deputy Attorey General, as it appears she was, then she would not be a credible Chairperson for a Board of Investigation.

More Documentary Proof of Fraud And Cover Up By Attorney General.

In 2007, things were starting to heat up inside the Victoria City Police Department - in more ways than one.
The investigation of the WaterWarCrimes had been proceeding so slowly that a formal complaint was filed with the Office of the Police Complaints Commissioner for British Columbia and the complaint was settled upon an agreement by the Police Department to carry out an investigation in a businesslike manner. It looked like some people inside the BC Ministry of the Attorney General might finally go to jail for the crimes they had committed.
However, in October 11, 2007, it was announced that the Chief of Police, Mr. Battershill, was suspended and placed on administrative leave. The city, the province, and country were alerted to this sudden departure of the Chief of Police. What was going on?
Over the next few weeks what began to emerge was one of the most peculiar stories in Canadian policing history but, to this day, there has never been an examination of what the motive may have been that prompted Heenan Blaikie lawyer, Marli Rusen, to have "an affair" with the Chief. According to the newpaper reports, the Chief referred to his relationship with Rusen as "an affair" while, according to the newpapers, Ms. Rusen denied having an "an affair", prompting the observer to ask whether it was a part of a deliberate plan to sabotage Battershill because he and his staff were now intending to carry out a proper invesigation of the WaterWarCrimes.
After Mr. Battershill left the Victoria force, Mr Jamie Graham, former Chief of Police for the City of Vancouver, and a former RCMP officer, was hired by the City of Victoria and he quickly shut down the investigation of the WaterWarCrimes.
It is extremely co-incidental that the lady lawyer in question would turn out to be a partner in the law firm, Heenan Blaikie, that employed former Canadian Prime Minister, Jean Chretien, who has been alleged to have been an investor in the company, Western Canada Water, at the centre of the WaterWarCrimes and that firm also employed the former Attorney General for British Columbia, Mr. Geoff Plant, who, it is alleged, was part of the cover up of the WaterWarCrimes during his term as Attorney General.
In addition, Heenan Blaikie had hired a gentleman, named Brett Baker, who had been Senior Policy Advisor to Justice Minister Irwin Cotler in the government of Prime Minister Paul Martin that was also involved in the WaterWarCrimes cover up. Mr. Baker was given an full briefing on the WaterWarCrimes at a private meeting held in Kelowna where he was in attendance with Paul Martin and his cabinet. Mr. Baker adivsed he would look into all of the allegations but went silent.
This is all co-incidental and it may mean nothing but, again, it could represent something very, very sinister. Four lawyers from Heenan Blaikie and Police Chief Batterhill.

Could Chief Battershill Have Been The Victim Of A Set Up?
It is difficult to know if Mr. Battershill was the victim of a set up. "Affairs" and sexual relationships often arise in some surprising ways. According to reliable online sources, Ms. Rusen was called to the bar in 1995 and clerked with the British Columbia Supreme Court and the Federal Department of Justice in Vancouver. Given the deviousness, cheating, chicanery and case fixing and racketeering that went on in the Supreme Court of British Columbia during this period, all under a benevolent knowing gaze of the Federal Department of Justice, in Vancouver, it would not be surprising if Ms. Rusen picked up some bad habits or was actually working as an agent of the Federal Department of Justice or a member of the "judicial mafia" to undermine and destroy Police Chief Battershill so the WaterWarCrimes investigation could be blocked.

After Chief Battershill stepped down in October, 2007, the Victoria City Police were in a state of internal confusion and, as a result, they were ready to be manipulated by the Chief Judge of the Provincial Court, Hugh Stansfield, his legal assistant, and a co-operative government controlled prosecution service to attempt the most bizarre criminal prosecution in the history of Canada against the lawyer who was blowing the whistle on corruption inside the Ministry of the Attorney General for British Columbia.
When the judge's legal assistant, a lawyer with many years of experience, went to the police station to file a complaint about the manner in which Mr. Carten, the whistle blower lawyer, had encouraged her to co-operate with the Victoria City Police and their investigation of alleged criminal conduct, in which she was a suspect, the police, totally and completely, failed to ask her a single question about the fraud she had been a participant in which was then the subject of an outstanding investigation the Victoria City Police had promised to complete.

It is possible the legal assistant to Chief Judge Stansfield, a lawyer with many years of experience was not guilty of fraud and was an innocent dupe. But, she was certainly at the centre of the criminal activity that took place inside the Government of British Columbia and she would be in a position to provide some relevant evidence to assist the investigation. Instead, for the first time in the history of Canada, a person was charged with criminal harassment because he was encouraging a suspected criminal to co-operate with a police investigation and warning her that she should be very careful because her life might in danger because of the recent sudden death of at least one other person involved in the same crimes.
In fact, it was later proved the lawyer in question had lied to the police but the government prosecutors maliciously pursued the prosecution through a two day trial and started an appeal after losing at trial.

Staff Sargeant Tom Sawyer Protects Lawyer Joanne Platt from Criminal Investigation
In May of 2010, the Victoria City Police were asked to investigate evidence tending to prove that a lawyer named Joanne Platt committed a serious criminal office by attempting to improperly influence the outcome of a legal proceeding.
Chief Constable Jamie Graham handed the task over to Staff Sergeant Tom Sawyer who, by letter dated June 30, 2010, advised that he was refusing to carry out the investigation of Ms. Platt and her malicious conduct notwithstanding two sworn affidavits that confirmed she was attempting to communicate secretly with a judge and was up to no good.

Incident Description: I filed a complaint, supported by two independent affidavits by witnesses who saw the event, that a lawyer, named Joanne Platt, attempted to wrongly influence a judge during a trial where I was the accused. The lawyer had no genuine business in the court and was observed clandestinely signalling the judge to attempt to, apparently, get him to convict me. If true, this was a crime. The judge would not co-operate and the lawyer left the courtroom.
When I got the supporting affidavits, I wrote to the Victoria Police and requested an investigation of the incident because thie lawyer was, in my opinion, attempting to persuade the judge to put me in jail, illegally, and will do it again unless stopped. Ms. Platt was obviously working on the instructions of someone else and those other persons may be part of the group I identified in an earlier complaint (see below).
The lawyer worked for a company that is an agent of the Attorney General where the group referred to worked.
Sgt. Tom Sawyer of the Victoria City Police was assigned to the incident and refused to carry out an investigation by letter dated June 22, 2010.
In my opinion, Sgt. Tom Sawyer is afraid to carry out an investigation because he is afraid of retribution from the Ministry of the Attorney General or he is ttrying to curry their favour.
This is not a difficult case to work on. All the police have to do is pay a visit to Ms. Platt and her employer and find out who sent her to court, why she was there etc. She works for the government. She is under a duty to co-operate. When Ms. Platt realizes she could go to jail unless she co-operates she will likely confess and the whole ring of criminals can be apprehended.

Victoria Chief Constable Jamie Graham
Victoria Chief Constable Jamie Graham has a history of controversy. For example, when he was Chief of Police for the City of Vancouver, he was found to have engaged in "discreditable conduct" that included a lack of co-operation with the RCMP and, in another incident, the placing a bullet-riddled shooting range target on the desk of a female city manager. Notwithstanding, these indiscretions he was hired by the City of Victoria to replace Chief Battershill and, in one of his first administrative moves, he shut down the investigation that the Victoria City Police Department had earlier agreed, in writing, to undertake of the crimes of fraud, perjury and obstruction of justice by employees at the Ministry of the Attorney General located in Victoria.
