When Canadian Prime Minister Harper needed a replacement for Myles Kirvan, he did not appoint a person from within the ranks of the discredited Canadian Department of Justice. After all, it was lawyers at the Department of Justice who laid the trap for Justice Carolyn Layden-Stevenson that resulted in her murder and it was Department of Justice lawyer Eric Noel who, allegedly, committed suicide two weeks after the judge was murdered. There are others who say Noel was murdered because he knew too much just like the judge.
Instead, Prime Minister Harper looked over the staff in his own office and that of the Privy Council, which is Canada's supreme secret governing council, and there he found William Frederick Pentney, a lawyer and former law professor who did not have a long career or lying and cheating at the corrupt and incompetent Department of Justice. Pentney had been legal counsel with Canada's Department of National Defence so it seemed probable that he could be trusted more than the career lawyers at the Department of Justice who have been covering up crimes by politicians and colleagues for decades.
It is arguable that the Canadian Department of Justice is a "criminal organization" just like a biker gang, the Italian Mafia and the Chinese Triads.
Certainly it meets the test for a criminal organization set out in section 467. 1 (1) of the Criminal Code of Canada:
criminal organization” means a group, however organized, that

“serious offence” means an indictable offence under this or any other Act of Parliament for which the maximum punishment is imprisonment for five years or more, or another offence that is prescribed by regulation.
The commission of such crimes as suppression of evidence, fraud, and perjury in court proceedings is considered obstruction of justice which is an indictable offence in Canada so, members of the Department of Justice who commit these crimes to keep their jobs or protect colleagues from losing their jobs are under this definition, members of a "criminal organization".
At the time of posting this material on the web, April 2013, Mr. Pentney has been in his job for five months and he has obviously not learned from the fate of his predecessors, Myles Kirvan or John Sims, both of whom had been involved in a corrupt legal strategy leading to murder.
The right thing to do it to admit the error and remedy the situation.
Instead, Mr. Pentney ignores correspondence and is compounding the problem probably under instructions from Prime Minister Harper who could and should be forced from office as a result of his incompetent legal strategy that led to murder.

Did Deputy Minister of Justice John Sims Commit Fraud?
Was He Fired??

John Sims is Canada's Deputy Minister of Justice. He and his subordinates are supposed to tell the truth in Court proceedings but they do not.
Mr. Sims has falsely, recklessly, argued in the Federal Court, that the lawsuit filed in the Federal Court under Action T-95-09, by Ms. Gibbs and Mr. Carten, as joint plaintiffs, is a re-litigation of an application, filed by Mr. Carten, acting alone, in October, 2007, in the Supreme Court of British Columbia, Kelowna Registry, Action No. 77000.
This argument by Mr. John Sims is nonsense and we think it is a deliberate fraud.
The two claims are entirely different.
The claim filed in Kelowna was an application for an injunction to restrain the Provincial Court judges in British Columbia from the dealing with the matter of the enforcement of the accumulated arrears of child support that now total close to $400,000 that Mr. Carten supposedly owes to his ex-wife as a result of the deliberately excessive child support payment order made against him by former BC Deputy Attorney General Robert Edwards. The Provincial Court Judges will not permit Mr. Carten to call necessary or useful witnesses and have been trying to railroad him.
By contrast, the claim in the Federal Court is a claim seeking compensatory damages against the Government of Canada and the Government of British Columbia and several others for conspiring to cause harm to Mr. Carten and Ms. Gibbs because they were connected to Sun Belt Water Inc. and deemed to be assisting Sun Belt Water Inc. on a path that would reveal who the criminals behind the WaterWarCrimes were.
We have accused John Sims, Q.C., the Deputy Attorney General for Canada of intentionally misleading the Court and he has not responded to our allegation.
Silence is agreement.
We sent our allegation to every member of the House of Commons and Senate of Canada, by
e-mail on December 25, 2009, and on December 30, 2009, before the members returned to their offices, Prime Minister Harper suspended (prorogued) Parliament. Is this just another one of those strange co-incidences like the nine dead judges?

“In this town nobody voluntarily resigns,” Mr. Fife said. “They’ve got a limo, and a staff, and they love this sort of stuff. She’s not going to give it up.”

When Mr. Ujjal Dosanjh moved into Paul Martin's cabinet in Ottawa, Mr. Rosenberg was selected to be Mr. Dosanjh's Deputy Minister. Mr. Rosenberg, despite the corruption in the courts under his leadership, continues to be a civil servant in Ottawa as a director of a mental health agency for the Federal Government. In British Columbia, effective critics of the judiciary or legal system, usually lawyers, are labelled delusional or mentally ill by psychiatrists connected to various government operated mental health agencies. As a modern state, Canada has adopted the techniques and tactics that were used in the old Soviet Union and it is for this reason that Canada is often referred to as Canuckistan.

Deputy Minister of Justice - George Thomson - 1994 to 1998
George Thomson was Deputy Minister of Justice and Deputy Attorney General for Canada at a time when the British Columbia judiciary, David Vickers, Robert Edwards, John Horn, Ralph Hutchinson, James Shabbits, Ross Lander and a few others, were involved in some scandalous misconduct in relation to the Sun Belt Water Inc lawsuit.
Due to his position, we presume that Mr. Thomson was part of the insider network in Canada that fixes the outcome of selected court cases but we may be mistaken and we invite Mr. Thomson to tell his side of the story and how the courts in Canada are manipulated and controlled by Ottawa, Victoria and other government centres.

John Tait was Canada;s Deputy Minister of Justice from 1988 to 1994 and he died, suddenly, in 1999. He may have been murdered.
John Tait was a long term civil servant in Ottawa when he was appointed to be the Deputy Minister of Justice and Deputy Attorney General for Canada, a position he held from 1988 to 1994, when he was replaced by George Thomson.
In this position, Mr. Tait worked directly with then Justice Minister Kim Campbell, with her then parliamentary secretary, Rob Nicholson, (for the time being, the Minister of Justice for Canada) and with John Sims, the present Deputy Minister of Justice, (then a rising star in the Department of Justice for Canada).
All of these people are linked to WaterWarCrimes insiders, Patrick Kinsella, Allan Gregg, Lyall Knott who, along with Mr. Nichloson, worked on Kim Campbell's 1993 election campaign.
In his position as Deputy Attorney General, John Tait would generally have a direct say on who received appointments to the bench, so we can be safely guess that he played some role in the approval of the following judges who are players in a role in the WaterWarCrimes: BC Chief Justice Allan McEachern 1988, Howard Skipp to the British Columbia Supreme Court in 1989, Bev McLachlin to her position as a justice of the Supreme Court of Canada, David Vickers (1991), James Shabbits (1992), Donald Brenner (1992), and Robert Edwards (1993), all to the position of Justice of the Supreme Court of British. All of these judges became players in the WaterWarCrimes through crooked and perverse actions while assigned to cases related to the WaterWarCrimes.
Robert Edwards was in desperate need of a new job because under his guidance, between 1985 and 1991, the Ministry of the Attorney General for British Columbia committed serious violations of the Canada US Free Trade Agreement, the GATT and the Water Act. The newly elected New Democratic Government of Michael Harcourt was investigating these issues and civil servants who had participated in the crimes were seriously covering up their past wrong doing. Robert Edwards was one of those civil servants.
Mr. Tait would have also known Gillian Wallace, who was then a lawyer working for Canada's Department of Justice in Ottawa, and who, in 1993, took a lateral transfer into the government of British Columbia where, after some initial movement, she was inserted into the very powerful position of Assistant Deputy Minister to the Attorney General for British Columbia where she became party to the internal strategy of the Attorney General which included the concealment of documents, the suppressing of evidence, fraud perjury and obstruction of justice.
From Ottawa or through his agent Ms. Wallace, inside the Government of British Columbia, Mr. Tait may have played a direct role role in the assignment of Robert Edwards to a case involving Sun Belt Water Inc. legal counsel in 1996 where Mr. Edwards did his best to sabotage Mr. Carten's legal career by lying about him in his judgment. Mr. Edwards dropped dead on November 5, 2007, Guy Fauks Day, when his criminal misconduct was revealed in court papers served on the Ministry of the Attorney General for Canada and British Columbia.
From 1993 to 1998, the Government of British Columbia, most probably acting in league with the Department of Justice in Ottawa, had stalled and delayed on the Sun Belt Water Inc. lawsuit.
Then in October 1998, the Governments of Canada and British Columbia decided to get nasty, put Sun Belt Water Inc. legal counsel in jail for 40 days on a trumped up case of arrears of child support, attempted to blackmail him at a hearing at the Law Society, and destroyed his business in the Comox Valley on Vancouver Island.
After he was released from jail, Sun Belt Water Inc. legal counsel converted the lawsuit in the court of British Columbia into a claim under Chapter 11 of the NAFTA, sent the documents to Ottawa, where, in late 1998, 1999, 2000, and 2001, it sent shock waves through the Canadian political, legal and judicial establishment.

Paul Martin and his people, heavily linked to the WaterWarCrimes, began their move to push Mr. Chretien and his people from office.
In British Columbia, things were equally as tumultuous. The police, guided by Liberal Party of Canada insiders, pushed Premier Glen Clark from office and Liberal Party of Canada supporters packed the British Columbia New Democratic Party leadership convention and inserted Attorney General Ujjal Dosanjh into the office of the Premier. Gordon Campbell supported by Partick Kinsella, Lyall Knott, and Peter Brown, all insiders connected to WCW Western Canada Water Enterprises Ltd., slavered over his opportunity to become the next Premier happy in the knowledge that the public would never vote for an immigrant from India over a white boy from Vancouver.
British Columbia Provincial Court Chief, Judge Metzger, who was part of the judicial hierarchy that wrongly imprisoned legal counsel for Sun Belt Water Inc, John Carten, LLB, got his Federal Government promotion to the Supreme Court of British Columbia where he continues to preside to this day.

In the midst of all of these resignations, John Tait, the man who was the most senior lawyer in Canada when political insiders hatched and attempted to implement a scheme to steal Canada's water resource wealth, suddenly developed Crohn's disease and died.

When lawyers lie in court documents they commit a criminal offence. Sometimes lawyers make mistakes, but intentional lying is a criminal offence, and, from all appearances, the document signed by or on behalf of John Sims was an intentional lie because it was designed to mislead and deceive the court. Certainly, Mr. Sims has done nothing to rectify his error... if it was an error.
These kinds of issues can destroy a Minister's career and topple a minority government.

Once upon a time, (the 1993 General Election) the Convervative Party decided that Kim Campbell should succeed Brian Mulroney as Prime Minister of Canada. She gathered a team of skilled advisors to assist her in her election camapign. Allan Gregg, the former direrctor of W.C.W. Western Canada Water Enterprises Ltd., Lyall Knott, the former lawyer for W.C.W. Western Canada Water Enterprises Ltd., Patrick Kinsella, the advisor to W.C.W. Western Canada Water Enterprises Ltd., and Rob Nicholson the present Attorney General for Canada who has stalled and delayed the forward movement of the lawsuit that will expose the Water WarCrimes.

Former Minister of Justice Anne McLellan
Ms. McLellan was first elected to office in the riding of Edmonton North in the 1993 general election. She quickly became a rising star in the Liberal Party, being one of four Liberals elected in Alberta, and was named to cabinet first as Natural resources Minister. She was re-elected in 1997, 2000, and 2004 but lost in 2006.
She moved around the cabinet table, serving as Minister of Justice from 1997 to 2002 a period when Canada's courts were notoriously corrupt, when the nine dead judges carried out their dirty work, when the Sun Belt lawsuit was blocked in the British Columbia Courts, and when a few Liberal Party appointed judges in Alberta targeted Ms. Gibbs by some dirty judgments. Though she supported Paul Martin for the Liberal leadership, she was kept in Jean Chretien's cabinet. She was Minister of Health from 2002 to 2003.
On December 12, 2003, Prime Minister Paul Martin showed confidence in McLellan by naming her his Deputy Minister. McLellan was also named minister for the newly created Department of Public Safety and Emergency Preparation that administers the RCMP.
After losing in the 2006 election, she was appointed Distinguished Scholar in Residence to the University of Alberta at the university's Institute for United States Policy Studies in May 2006. A surprising decision given the unjust manner in which she and her subordinates in Ottawa treated Sun Belt Water Inc. and its Canadian lawyer, John F. Carten, LLP.
June 27, 2006, she also became a counsel to the Edmonton-based law firm, Bennett Jones LLP.

On December 12, 2003, Prime Minister Paul Martin showed confidence in McLellan by naming her his Deputy Minister. McLellan was also named minister for the newly created Department of Public Safety and Emergency Preparation that administers the RCMP.
After losing in the 2006 election, she was appointed Distinguished Scholar in Residence to the University of Alberta at the university's Institute for United States Policy Studies in May 2006. A surprising decision given the unjust manner in which she and her subordinates in Ottawa treated Sun Belt Water Inc. and its Canadian lawyer, John F. Carten, LLP.
June 27, 2006, she also became a counsel to the Edmonton-based law firm, Bennett Jones LLP.

On July 1, 2009 McLellan was appointed an Officer of the Order of Canada for her leadership and dedication as a politician and law professor, and for her contributions as a community volunteer.
Former Minister of Justice: Irwin Cotler
Irwin Cotler had his chance to be a justice minister. He had all the qualifications to be a good one. The son of a lawyer, he was born in Montreal, Quebec, studied at McGill University receiving a BA in 1961 and a law degree three years later, and then continued his education at Yale University. For a short period, he worked with Federal Minister of Justice, John Turner.
Mr. Cotler was a professor of law at McGill University and the director of its Human Rights Program from 1973 until his election as a Member of Parliament in 1999 for the Liberal Party of Canada. He has also been a visiting professor at Harvard Law School, a Woodrow Wilson Fellow at Yale Law School and is the recipient of five honorary doctorates. He was appointed in 1992 as an Officer of the Order of Canada. He is a past president of the Canadian Jewish Congress.

Arrogantly, Mr. Cotler refused to meet with Mr. Carten to discuss his client's claim and how it might be settled, so, in October 2005, Mr. Carten decided it was time to share critical documents with then opposition leader, Stephen Haper, and, shortly afterwards, Paul Martin and Irwin Cotler were out of office.
The way to destroy a politician is to give his enemy the club with which to kill him.
Had Mr. Cotler and Mr. Martin done their duty, under the law, and treated Sun Belt Water Inc., equitable and fairly, as required by the NAFTA, those critical documents, the club, would never have been handed to Mr. Harper and Mr. Cotler may have remained as justice minister.

True to his word, Mr. Baker and Mr. Cotler were seen discussing the material given to Mr. Baker outside the cabinet meeting room in Kelowna. Both Mr. Baker and Mr. Cotler looked deeply disturbed as they looked over the material.
Mr. Baker now works for the law firm of Heenan Blaikie, along with Jean Chreien and Paul Martin two of the Defendants in Federal Court Action T-95-08. Heenan Blaikie is also the law firm that, through its former partner in Victoria, was in a sexual relationship with Victoria City Police Chief Battershill. Did Heenan Blaikie use sex to destroy Police Chief Battershill?

Alan Rock is now the President of the University of Ottawa. He was Canada's ambassador to the United Nations (2004-2006) and had previously served in the cabinet of Jean Chretien as Justice Minister (1993-1997) and Health Minister (1997-2002).

Firstly, Justice David Vickers gave a bizarre decision, contrary to the plain reading of the law, to prevent the disclosure of documents that would prove government corruption related to the WaterWarCrimes. Secondly, Justice David Vickers and Justice Robert Edwards were sent in as part of a tag team to sabotage Mr. Carten in his personal divorce proceeding. Thirdly, Justice James Shabbits and Justice John Bouck, played along with insiders to delay and deny justice to Sun Belt Water Inc. in its lawsuit.
As with every organization, it is the man or woman at the top that establishes the "corporate culture". Under Mr. Rock's leadership, the corporate culture of Canada's judicial institutions continued its slide into the abyss of moral corruption and degeneracy.
