Like many crooked politicians British Columbia Premier Glen Clark rode into office on the white horse of anti corruption after Premier Michael Harcourt was forced to resign because his political party, incidentally the same political party that Glen Clark belonged to, had been exposed as a pack of great thieves who looted a million dollars from a local charity bingo operation.
The bingo players thought their money went to support a charity but it was in fact diverted to the New Democratic Party - a supposedly socialist party dedicated to helping the poor but was actually thieving from the poor.
When Glen Clark was in office he did some incredibly stupid things but none was so stupid as his refusal to settle the just claim of Sun Belt Water Inc.

For some strange unexplained reason, British Columbia Premier Glen Clark decided it would be a good idea to appear to be a tough Canadian leader standing up to the Americans.

THE BLOCKADE OF THE ALASKA FERRY
AT PRINCE RUPERT
On July 27, 1997, about a year after he took over as Premier and a few months after Sun Belt Water Inc. discovered the secret agreement that proved Canada had secretly violated the Canada US Free Trade Agreement, a group of fishermen in British Columbia decided to blockade and hold hostage a ferry boat transporting approximately 300 Americans from Alaska to Washington State.
The blockade was an act of international piracy and the American government would have been justified in using force to break the blockade. The fishermen were were playing high stakes politics because Canada's incompetent politicians and bureaucrats had been unable to settle a long simmering dispute over the harvesting of the Pacific coast salmon runs that migrate down the wet coast of North America from Alaska to California.
The blockade also had the effect of diverting Canadian media attention away from the corruption inside the Government of British Columbia and Government of Canada that the Sun Belt Water Inc lawsuit was exposing. It is difficult to say the event was staged with that purpose in mind but the uniqueness and timing of the event does suggest a linkage. Never before in the history of the Pacific coast salmon dispute had fisherman resorted to such action and Premier Clark has close ties to the union movement that would have permitted him to direct such an action.
In response to the crisis, as Premier of the Province of British Columbia, Glen Clark did an incredibly stupid thing. He did nothing for three days and allowed the situation to escalate while irrate American tourists made frantic long distance calls to their Congressmen, Governors and President demanding some kind of action.
Behind the scenes, the US government was preparing to send gunboats into Canadian waters to free their people while the political schemers in British Columbia snorted cocaine and became intoxicated with power.

The next big anti - American mistake that Premier Glen Clark made was the cancellation of the lease agreement with the Government of Canada that permitted the United States Navy to use a torpedo testing range near Nanoose Bay on Vancouver Island in British Columbia.
The sea bottom in the Straits of Georgia, the body of water between Vancouver Island and the mainland of British Columbia are legally considered to an inland sea and belong to the Government of British Columbia as opposed to the Government of Canada. So, technically, Premier Clark and his government were acting within the law by doing what they did.
However, Premier Clark suddenly had the undivided attention of the most powerful military force on the face of the earth and he was earning the enmity of the Government of Canada then under the direction of Prime Minister Jean Chretien, a street fighter politician from Quebec.
Under Canada's constitution, provincial Premiers have no official role to play in international relations or in national defense. Premier Glen Clark was wading into both fields and definitely causing a rift in the long term amicable relations that had existed between Canada and the USA ever since the Government of England relinquished effective administrative control over its colonies in Canada between 1867 and 1873.

So, local operatives of the Canada's federal Liberal party arranged for the Royal Canadian Mounted Police to obtain a search warrant of Premier Clark's home for suspected criminal activity by the Premier and co-ordinated the timing of the search and the presence of the media so thar when the search was undertaken it would be broadcast live on national television during prime time coverage.
Many Canadians are so brainwashed by their education systems and media that they believe the police and the Crown prosecutors and the judiciary are honest. So, when the public saw police officers swoop down on Premier Clark's private home, on national television, they believed that the system was operating as it should.
And, a few weeks later, when the "special prosecutor" appointed by the Deputy Attorney General announced that he had found enough evidence to warrant a criminal charge against Premier Clark because a neighbour had provided Mr. Clark with some assistance doing renovations to an outside deck at the rear of his home, as neighbours often do and , Premier Clark did not have any receipts to prove he paid for renovations, the public believed that the special prosecutor was a competent professional who had no interest in filing a false charge.
Premier Clark was the first sitting Premier ever to be charged with a criminal offence while in office and, allegedly for the good of the Province, he decided to resign.
Prime Minister Jean Chretien was happy again.
A problem Premier had been removed from office without the necessity of an uncertain election and a friendly insider, Mr. Ujjal Dosanjh, was soon installed as the Premier of the Province of British Columbia.
Eventually, there was a trial and the charge against Premier Glen Clark was dismissed by Justice Elizabeth Bennett and, if her judgment is to be believed, one could fairly conclude that the special prosecutor, a lawyer named Bill Smart, was either incompetent or dishonest when he advised that prosecution service that there was sufficient information to obtain a conviction.
A few years later, Bill Smart was apparently duly rewarded and appointed a judge by Canada's Federal Government and he is now paid a salary of approximately $230,000 per year until age 75.
This is how the legal game works in Canada.

The Role of the RCMP
and the
Take Down of Glen Clark
Premier Glen Clark was destroyed as the result of information originally received from an informant named Dimitros Vranhoos who was an employee of Canada's Taxation Service. The initial police investigation was carried out by the RCMP Commercial Crime Unit in Vancouver that included Inspector Bill Ard, and Staff Sergeant Peter Montague who was a known supporter of Opposition leader, Gordon Campbell.
It is probably no co-incidence, therefore, that the RCMP Commercial Crime Unit, in Vancouver, and nationally under both Commissioners Zacardelli and Elliott, shown above to the left and right of the convict Premier, has consistently refused to investigate the obvious political corruption in the Water War Crimes by supporters of former Premier Gordon Campbell.

However, Clark's enemies moved to destroy him before he could move to attack them and as they say history is written by the victors not the losers.
In relation to Sun Belt Water Inc., Glen Clark was the Premier when the Attorney general engaged in perjury and a fraud on the court in British Columbia.
It was the Clark government that refused to negotiate a fair and equitable settlement with Sun Belt Water Inc. after Clark had paid a cash settlement to Sun Belt's joint venture partner Snowcap Waters Ltd. Clark forced the case back into litigation and then moved quickly to effectively block access to justice by arranging for an NDP judge, Mr. Justice James Shabbits, to impose an Order that Sun Belt Water Inc. be required to post security for costs of $28,000 before proceeding any further in court. The Order was clearly intended to prevent the case from proceeding and intelligence sources advised that the government got to the judge.
Incidentally, this is a commonly used tactic by Canadian governments that cause harm to innocent persons and that do not wish to pay the bill and it is one of the reasons why Canada's justice system is no longer trusted by Canadians and foreigners alike.
The Clark government also moved to destroy the Mr. Carten's professional status by filing frivolous complaints with the Law Society of British Columbia and to destroy his economic capacity by destroying his business and putting him in jail on trumped up charges.
