When the Government of Canada decided to cheat Sun Belt Water Inc. and refused to discuss proper compensation Mr. Carten decided that it was time to put the bad guys in jail so he gathered together the documents necessary to persuade the police ot investigate the crimes that the Government lawyers committed during the litigation.
Copies of the Police Report were delivered to all the named parties on the cover page so that it was clear what that everyone knew what was going on.

The first report to the police generated an initial investigation by the Victoria City Police and Ann Wilson, the Deputy Attorney General, who was clearly a party to the fraud, perjury and obstruction of justice resigned. Ann died from cancer in 2011.

Mr. Carten hand delivered a copy of the Second Police Report to Stephen Harper at a Conservative Party function in Vancouver in October 2005 and told him that the contents could put Stephen Owen, Ujjal Dosnajh and possibly Ann McLellan in jail. Stephen took the document and went back to Ottawa and a few weeks later he and Jack Layton and Gilles Duceppe got together and voted down the government of Paul Martin.
