Mr. Timothy "Tim" Leadem - Civil Servant
Salary 2009 = $163,783.00
Within a week of the hearing before Madam Justice Gauthier of Canada's Federal Court, the Attorney General of British Columbia announced that senior lawyer, Timothy "Tim" Leadem (shown in photo on left) would be leaving his position effective April 30, 2010.
This is the third government lawyer who played a role in the Water War Crimes to leave his job within 45 days. In late March, 2010, it was announced that Deputy Attorney General for Canada, John Sims, and Department of Justice lawyer, Melanie Chartier, would be leaving their positions shortly after they were caught making false submissions in documents filed in Canada's Federal Court.
Mr. Leadem played a key role in the suppression of evidence in the Sun Belt Water Inc. lawsuit in the Supreme Court of British Columbia, between 1993 and 1999, when, as lead counsel with William Pearce, Q.C., over 18,000 pages of documents were suppressed and concealed while fraudulent affidavits were developed by legal counsel to block the advance of the Sun Belt lawsuit. The Law Society of British Columbia and the RCMP, both under political control, have consistently refused to investigate the clear evidence of criminal activity. The Victoria City Police began an investigation and backed off when the Deputy Attorney General Gillian Wallace suddenly resigned. Ms. Wallace was subsequently hired by Canada's National Parole Board, an operational arm of the Department of Justice.
For details and copies of documents proving the role of Mr. Leadem, the reader is referred to the Second Police Report found online at the Sun Belt Web Site
Mr. Leadem was the lawyer for the Government of British Columbia who stated the agreement between the Government of British Columbia and W.C.W. Western Canada Water Enterprises Ltd. "does not pass my smell test".
Mr. Leadem was in charge of settlement negotiations when the Government of British Columbia invited Sun Belt Water Inc. and Snowcap Waters Ltd. to submit their claims for settlement and there were direct discussions between Mr. Leadem and Sun Belt Water Inc., President Jack Lindsey . The Snowcap Waters Ltd. claim was resolved after the intervention of the former Member of the Legislature, Evelyn Gillespie, who represented the Comox Valley where Snowcap operated its water bottling plant. Mr. Leadem advised there was a sentiment in the Government of British Columbia that it should "let the American hang out to dry" and soon afterwards the negotiations with Sun Belt Water Inc. ceased and Sun Belt was forced into costly litigation.
According to documents found online, Mr. Leadem has also been a member of the Sierra Club of Western Canada, a Rockefeller funded organization that has issued several statements opposing bulk water exports from Canada - a policy position that provided the British Columbia government with a convenient justification for the regulatory measures that were adopted to create the illegal bulk water export monopoly that would have benefitted insiders with offshore accounts. The WaterWarCrimes are a classic example of how Canada's environmental movement has been manipulated to serve hidden business interests
Mr. Leadem lives in Victoria, and, in January, 2009, was Chair of the Pastoral Council for the Saanich Penninsula Parish, a Roman Catholic Community in covenant with St. Stephen's Anglican Church.
We at the Water War Crimes Web Site believe Mr. Leadem is a criminal. His involvement in what appears to be a clear cut case of fraud, perjury and obstruction of justice has been reported to the RCMP and the Victoria City Police. Both of these police forces are under political control and, to our knowledge, the police refused to investigate Mr. Leadem's role in the crimes alleged.
After he left the British Columbia Government Mr. Leadem joined a dubious group known as Ecojustice that touts itself as "Canada's leading charity using the law to protect and restore the environment".
In its 2012 budget, the Canadian government targeted environmental charity groups, like Ecojustice, because environmental charities had become politicized and use money donated as charity to advance a political and economic agenda that is contrary to the best interests of British Columbia and Canada by attempting to stop the development of a sustainable and environmentally friendly water export and clean energy industry so that consumers will continue to purchase their energy from oil companies, natural gas companies, coal companies and nuclear power companies instead of the hydro electricity companies that would furnish clean energy if fresh water were moved downhill through turbines to America and Mexico.
