In 1997, the lawyers operating inside the Ministry of the Attorney General for British Columbia were caught committing fraud, perjury and obstruction of justice in the Sun Belt Water Inc. lawsuit in the Supreme Court of British Columbia.

Senior legal counsel on the file, William Pearce, Q.C., had bungled. He had tried to carry out a fraud and got caught. He was a potential embarrassment. The Government had a problem and, so, William 'Bill" Pearce was discreetly transferred to Bermuda where he became the Attorney General of that English Colony that plays a prominent role laundering dirty money for criminal organizations around the globe. In subsequent years the government of British Columbia under much vilified Premier Gordon Campbell sold key public assets to Accenture a company that is headquartered in Bermuda demonstrating the secret legal and business connections between England, Bermuda and British Columbia.
The infiltration of the Government of British Columbia by English government agents was alluded to by Canadian Security and Intelligence (CSIS), Director, Richard Fadden, who claimed that CSIS was aware that at least provincial politicians and bureaucrats were under the influence of foreign governments.

This infiltration of the Government of British Columbia by a foreign government (England) was discretely made legal in 1996 with a largely unnoticed amendment to the Attorney General Act that recognized a continuing role for the Attorney General and Solicitor General of England in the governance of British Columbia.
The operative Section of the Attorney General Act now reads as follows:
"The Attorney General is entrusted with the powers and charged with the duties which belong to the office of the Attorney General and Solicitor General of England by law or usage, so far as those powers and duties are applicable to British Columbia, and also with the powers and duties which, by the laws of Canada and of British Columbia to be administered and carried into effect by the government of British Columbia, belong to the office of the Attorney General and Solicitor General"

Don Chiasson Denies Instructions From Premier Clark
In July 1998, Assistant Deputy Premier Brenda Edwards(shown left) wrote Sun Belt Water Inc. advising that the Premier's Office has instructed senior legal counsel, Don Chaisson, to respond to proposals for an amicable resolution of the Sun Belt claim against the Government.
When Sun Belt Water Inc., in consultation with its lawyers and Canadian business consultants, developed a serious settlement proposal and delivered it to Don Chiasson for consideration and response, Mr. Chiasson denied he had received any such instructions from the Premier's Office.
When Mr. Carten pointed out to Mr. Chiasson him that someone was lying because Ms. Edwards letter was clear and unequivocal, Mr. Chiasson responded "This is litigation, Mr. Carten, this is how the game is played".
This tactic is a known as a "bait and switch" and is well recognized by as an unethical and unprincipled negotiation tactic.
The response of Mr. Chiasson demonstrates the juvenile and immature nature of Canadian government employees who regard serious issues of justice, law and equity as "a game to be played" and who have no hesitation to use unethical, dishonest and unscrupulous methods. It is not litigation as Mr. Chiasson suggested it is criminal activity.
We presume that Mr. Chiasson is promoted these methods to the judiciary in China as part of his role as Director of the Canada - China Judicial Linkages Project.
