At the Canadian Western Premiers Conference held in Vancouver in June 2010, Premier Campbell and his colleagues openly declared the shift to a new paradigm that is emerging in North America with respect to water.
Canadian politicians, led by Premier Gordon Campbell are now in the process of changing from the politics and rhetoric of scarcity and possessiveness to the new political reality of sharing and co-operation so that the whole continent, from Mexico to Canada, can live more abundantly.
As a whole, there is no scarcity of water in North America, although there is a scarcity in certain regions and at certain times.
What there has been is a scarcity of generosity and co-operation in the speeches and writings of Canada's political elites, its visionless leaders, who have used the rhetoric of fear to manipulate and hoodwink the Canadian public while attempting to loot for themselves the wealth that the water of Canada can be used to generate.
This perversity in the speech and the written word of Canada's leadership has fostered a national public culture of resentment and defeatism that takes more pleasure from the failures and misfortunes of others, Canada's friends and neighbours, than in its own successes.
After over four decades of fearmongering, deceit and deception, by Canada's visionless political leaders, there is a massive change emerging in Canada with respect to water and water exports.
The conversion of Gordon Campbell has been a process helped along by the Bilderberg Club.

Immediately after he took over the Government of Canada, Prime Minister Stephen Harper faced two serious economic issues with the Government of the United States.
The first was the issue of softwood lumber exports from Canada to American markets a matter dear to many rural Canadian communities where Prime Minister Harper drew much of his political support. There was a strong lobby in the United States opposed to softwood lumber imports from Canada.
The second issue was the matter of water exports from Canada to American markets but, in a curious reversal of politics, there was a strong lobby in Canada opposed to any water exports to from Canada to the United States.
In 2006, Prime Minister Harper resolved the softwood lumber issues be a historic agreement with the American government. Since that time there has been relative peace between Canada and American softwood lumber producers..
In January 2007, Prime Minister Harper turned his attention to the second issue of water exports and invited California Governor Schwarzenegger to Canada for a consultation on the issue.
It was carefully explained to Governor Schwarzenegger that water export was a complicated issue in Canada that involved both federal and provincial jurisdiction.
It was also explained that there was a huge Canadian lobby against water exports that had been created through media manipulation as part of the process of attempting to creating a Canadian water export monopoly controilled by a handful of political insiders.
Governor Schwarzenegger listened, learned what he had to do to move the issue forward, and, over the next three years, Governor Schwarzenegger, Prime Minister Harper, President Obama, and a reluctant Premier Campbell coordinated their efforts so that a deal could be struck that, presumably, benefited all concerned, and that deal was concluded between February 2010, when Governors of several American States came to Canada to sign key agreements, and July and August of 2010, when Queen Elizabeth came to Canada, signed some key documents and paid a quick visit to New York City on her way home and Premier Campbell visited the Sacramento, California, to speak to the Senate, the Assembly and the Governor.
