It is difficult to assess the role of Prime Minister Brian Mulroney in the Water War Crimes. Mr Mulroney and his regime have not been the focus of our investigations because he was not in power when we were personally attacked by the Government of Canada and British Columbia.
Certainly, we have seen no evidence that he was an investor in W.C.W. Western Canada Water Enterprises Ltd., nor have we heard any credible allegations to that effect as there have been concerning Jean Chretien, Romeo Le Blanc and a few others.
Nonetheless, the Water War Crimes appear to have been set in motion while Mr. Mulroney was Prime Minister of Canada and the story would be incomplete with a reference to some of the players from his regime who were linked to the Water War Crimes, such as Simon Reisman, Lucien Bouchard, Fred Doucet, Kim Campbell, John Tait, Chief Justice Beverley McLaughlin, Chief Justice Allan McEachern, Chief Justice Antonio Lamer, Justice John Major, Justice Jeffery Oliphant and others.

The Importance of Water in Securing the Free Trade Agreement
Although most Canadians associate the Free Trade Agreement with Prime Minister Brian Mulroney, it was actually the brainchild of the Royal Commission on the Economic Union and Development Prospects for Canada, known as "The MacDonald Commission".
Prime Minister Pierre Trudeau appointed the commission in 1982 because of the alleged crisis facing Canada's economy and it presented its recommendations to Prime Minister Brian Mulroney in 1985. The commission’s recommendations included a recommendation that Canada pursue a Free Trade Agreement with the United States.
Mr. Mulroney asked veteran senior Canadian civil servant, Simon Reisman, to handle the negotiations with the Americans on behalf of Canada and the public record will show that Mr. Reisman gave several public speeches advising Canadians that, if water was not on the table, the Americans would not enter a Free Trade Agreement with Canada. Co-incidentally, Mr. Reisman had been with The Ministry of Finance and the Treasury Board of Canada, the same government agencies that had employed Mr. Jim Whiteside who assisted to arrange financing for W.C. W. Western Canada Water Enterprises Ltd.
So, the Americans understood that water was part of the free trade package and Canadians were lied to by their politicians because Canada's political class and business elites had a double agenda. They wanted to sell water to the Americans but they wanted the profits for themselves and they did not want to share those profits with the owners of the resource, the people of Canada.
The public record will also show that prominent Canadian politicians gave speeches saying that water was not part of the Free Trade Agreement when it most clearly was, and that Canadians needed to protect their water when virtually the whole country is covered in frozen water every winter for six or more months and that parts that aren't frozen are subjected to annual deluges of rain that are so long and heavy that Noah would think he was still in the flood.

One of Mr. Whiteside's first clients was W.C.W. Western Canada Water Enterprises Ltd. a company that was incorporated in 1985/86. Vancouver Sun business reporter, David Bains, wrote a few stories on W.C.W Western Canada Water Enterprises Ltd., a company he appeared to regard as a stock market fraud. In one of those columns he quoted Mr. Whiteside.

Western Canada Water Enterprises Ltd. and that he successfully lobbied Canada's Minister of Environment, Lucien Bouchard, who, according to the documents, introduced legislation, ostensibly to protect Canada fresh water by banning bulk water exports, but exempting existing contracts namely the contract W.C.W. Western Canada Water Enterprises Ltd. had with the British Columbia Government.
Mr. Bouchard resigned from the Mulroney Government in May 1990, the legislation never moved forward and W.C.W. Western Canada Water Enterprises Ltd., having failed in its attempt to obtain a bulk water export monopoly from Canada's Federal Government, moved its strategy to British Columbia where it hired Patrick Kinsella, and especially his partner, Brian Battison, and, through various means that included a feigned environmental outrage with the prospect of selling bulk water to the Americans, engineered a bulk water export monopoly for itself by persuading the Government of British Columbia to introduce a moratorium on the granting of new or expanded licenses for the export of bulk water by marine transport.

This is clear example of how the environmental movement in Canada is deviously used to manipulate government policy to benefit insider interests.

When W.C. W. Western Canada Water Enterprises Ltd. acquired its effective monopoly on the bulk water exports from Canada as a result of the illegal Order In Council by the British Columbia Government on March 18, 1991 that imposed a moratorium on bulk water exports and artfully exempted WCW from that moratorium, one of the curious companies on the March 18, 1991, shareholders list was Trilateral Liquid Assets Corp. of Montreal, Quebec.
Early investigations revealed that one of the key shareholders in that closely held small company was Gerry Doucet, the brother of the notorious, Fred Doucet.
Gerry Doucet, was also a founding partner in the Ottawa lobby firm Government Consultants International (GCI).
Fred Doucet was a senior advisor to former Prime Minister Brian Mulroney, and was also his chief of staff when Mr. Mulroney was the leader of the Official Opposition. Mr. Doucet was responsible for international initiatives and summits for the office of the Prime Minister.
After leaving the government in 1988, he carried on business under the name of Fred Doucet Consultants International (FDCI) and was implicated in a Canadian Scandal known as the Airbus Scandal where bribes were allegedly paid to various Canadian politicians to persuade the Canadian Government owned aircraft service to acquire aircraft from a European firm.

These agreements were approved by the Provincial Governments, including British Columbia and were legally binding on them as well as upon the Canadian Federal Government.
However, for reasons that remain unexplained, officials in Ottawa refused to accept their responsibilities under these two Trade Agreements (FTA and NAFTA).

When Quiet Diplomacy Doesn't Work Drop A Bomb
When you are in a negotiation and the other side is being stubborn and won't settle a just and meritorious claim, then you have to resort to violent methods which is exactly what Sun Belt Water Inc. did in 1998, 1999 and 2000, by sending a series of letters to every member of Canada's House of Commons and Canada's Senate exposing the details of the case against Canada and the political corruption that took place.
Suddenly, leading Canadian politicians and office holders started leaving their positions and Prime Minister Jean Chretien decided to go to war by calling an early election that saw him defeat the Canadian Alliance Leader, Stockwell Day, who had made his water experience an election issue.

While we have no direct evidence that any of the above politicians (or the judge) were investors in W/C.W. Western Canada Water Enterprises Ltd., or "took bribes", in the words of Jim Whiteside, their sudden unexpected leaving of the political offices that raises the suspicion that they may have been among the eight or nine members of Parliament that were investing in W.C.W. Western Canada Water Enterprises Ltd. The observant reader will note that Roy Romanow and Antonio Lamer were never Members of Parliament and we concede this point but we have them as suspects due to the timing of their exit from political office (in Canada the Chief Justice is a political position). In addition, Mr. Romanow was a close friend of Prime Minister Jean Chretien and the role of Chief Justice Antonio Lamer in these issues is discussed elsewhere on this site.

The role of Lucien Bouchard in this history is peculiar and raises suspicions about his loyalties to the Province of Quebec and whether or not he was a Trojan Horse.

It is a peculiar co-incidence that when Margaret Trudeau, the wife of former Canadian Prime Minister Pierre Trudeau, had a mental breakdown as a result of whatever was going in Ottawa during her marriage to Pierre Trudeau, she was put under the care of a psychiatrist named Dr. Dimitrije Pivnicki, of the Montreal Allen Memorial Institute, who also was the father-in-law of Brian Mulroney, a Montreal businessman who was then jostling for position a leader of the Conservative Party where he would later become Prime Minister of Canada taking over from Pierre Trudeau.
The Allen Institute was notorious for its participation in CIA brainwashing experiments known as MK ULTRA under the leadership of Dr. Donald Ewen Cameron. Cameron developed brainwashing to a high art and his services were highly valued.
