If the members of the cabinets of Premier Bennett and Premier Vander Zalm knew that they were embarked on a scheme to benefit W.C. W. Western Canada Water Enterprises Ltd. by creating a monopoly situation in the American market, then, they were, very probably, collectively guilty of engaging in a conspiracy to commit a criminal act in the United States – regardless of the violation of any provisions of the Canada US Free Trade Agreement, the GATT or British Columbia's Water Act.
The American law governing anti-competitive practices is known as the Sherman Antitrust Act. It was passed in 1890 and continues to be the law in the United States today. Sections one and two set out the general offences.
Section 1: "Every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several States, or with foreign nations, is declared to be illegal."
Section 2: "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several States, or with foreign nations, shall be deemed guilty of a felony . . ."
The great fictional detective, Sherlock Holmes, once observed that “the difference between a professional criminal and an amateur criminal is that the professional puts on his disguise before he commits the crime, the amateur afterwards”.
Following this principle, one can fairly conclude that Premier Vander Zalm and his cabinet were amateurs because the disguise, i.e. the nonsensical position that the moratorium on the export of bulk water was imposed for environmental reasons and not as part of a business strategy, was a disguise adopted after the crime had been committed.
Of course, everyone is considered innocent until proven guilty and we aren't saying, for sure, that Premier Bennett and his cabinet or Premier Vander Zalm and his cabinet committed a crime but, it sure looks like they were trying to lessen competition and set up a monopoly water exporter.
In legal theory, if Mark Emery, the so-called "Prince Of Pot", can be extradited for the cross border crime of conspiring, in Canada, to sell and distribute marijuana seeds, in the United States, then, all members of Premier Bennett's and Premier Vander Zalm's cabinets and various insiders at the Ministries involved in British Columbia could, in theory, be indicted for conspiring with another person to monopolize “trade or commerce with a foreign nation”, i.e. Canada.
So, now you understand why successive governments have covered up and why the mainstream media will not tell this story.

The Water War Crimes Begin Under Premier Bill Bennett
William Richards Bennett, was born August 18, 1932, in Kelowna British Columbia. He was the 27th Premier of British Columbia from 1975 to August 1986. He is a son of the former Premier, W.A.C. (Wacky) Bennett. He was a 3rd cousin, twice removed, of Richard Bedford Bennett, the eleventh Prime Minister of Canada and a founding partner of the Calgary law firm of Bennett Jones that is strangely connected to the WaterWarCrimes.
It can be fairly argued that the WaterWarCrimes began under Premier Bill Bennett's tenure.
Under the leadership of Premier Bill Bennett, the government of British Columbia entered the field of regulating the export of fresh water by developing a scheme of regulatory charges on water licenses issued for export purposes. The scheme was, probably, unconstitutional because export policy is reserved to Canada's federal government under the Constitution Act 1867. Nonetheless, the regulatory scheme had the practical and, probably, intended affect of diminishing competition for and tending to create a monopoly position in favour W.C.W.Western Canada Water Enterprises Ltd. a company with close links to the Social Credit Party.
Furthermore, W.C.W. Western Canada Water Enterprises Ltd was granted a exclusive contract to acquire water for export from Link Lake at Ocean Falls on March 21, 1986, from a company that was wholly owned by the Province of British Columbia and known as Ocean Falls Corporation. Ten days later, the Ocean Falls Corporation was dissolved by Order In Council of the Cabinet of British Columbia and the Government of British Columbia took over the obligations to provide water to W.C.W. Western Canada Water Enterprises Ltd. under the terms of the contract.
It was a devious way of conferring a water export contract on a company because W.C.W. Western Canada Water Enterprises Ltd. was able to acquire the rights to export fresh water without meeting the requirements of the Water Act and its regulations, that applied to everyone else. Coincidentally with the transaction shares in W.C.W. Western Canada Water Enterprises Ltd. were acquired by a company out of Switzerland whose ownership is well known to the authorities.
In 1996, Bill Bennett was convicted under B.C. securities laws of insider trading involving the sale of shares in a Duncan, B.C., company two years after he stepped down as premier. This was known as the Doman Scandal. The lawyer who prosecuted him was Mr. Joe Arvay. Mr. Arvay was specially selected for the task by the Government of Premier Michael Harcourt and co-incidentally, Mr. Arvay's assistant, was young lawyer named Brenda Edwards who subsequently became Assistant Deputy Minister to Premier Glen Clark and later the legal assistant to Provincial Court Judge Hugh Stansfield.

BC Premier Bill Vander Zalm was born May 29, 1934, in the Netherlands and immigrated to Canada after World War II settling near Vancouver, British Columbia in 1947. After dropping out of high school, he sold tulip bulbs, established himself in the nursery and gardening business and went into politics.
Vander Zalm was originally a supporter of both Liberal Party of Canada and the British Columbia Liberal Party but joined the British Columbia Social Credit Party in 1974. He became Premier of British Columbia in 1986 shortly after Premier Bill Bennett resigned and W.C.W. Western Canada Water Enterprises Ltd. had acquired its first exclusive "illegal" contract permitting it to acquire fresh water for export purposes.
On September 25, 1989, the Government of British Columbia under the leadership of Premier Vander Zalm, illegally and operating outside the authority of the Water Act, signed a new and hugely more beneficial agreement with W.C.W. Western Canada Water Enterprises Ltd. Four days later, the Canadian law firms of Clark Wilson, McCarthy Tetrault and McMillan Binch closed a financial transaction that saw $4.2 million dollars invested in W.C.W. Western Canada Water Enterprises Ltd. in exchange for 4 million shares and approximately one half, or 50 %, of those shares went to offshore accounts.
Although W.C.W. Western Canada Water Enterprises Ltd. was a public company the material terms of the contract were a closely guarded secret and never disclosed to the market. This was insider trading at its finest, facilitated by the Government of British Columbia under the leadership Premier Bill Vander Zalm and three of Canada's top law firms.
Eighteen months later, on March 15, 1991, only four days after Sun Belt Water Inc. and Snowcap Waters Ltd. were selected by the Goleta Water District to supply fresh water from British Columbia, Premier Vander Zalm and his Minister of the Environment, Cliff Serwa, destroyed all competition to W.C.W. Western Canada Water Enterprises Ltd. by a Cabinet Order that gave it an exclusive bulk water export monopoly through the creation of an illegal moratorium on the issuance of new permits to acquire water for export purposes. The illegal Order was ratified by David Lam, the Lieutenant Governor and the Queen's Representative, on March 18, 1991.

A few weeks later Premier Vander Zalm resigned as premier when a provincial conflict of interest report found he had mixed private business with his public office in the sale of the gardens. He was charged with criminal breach of trust, but found not guilty in B.C. Supreme Court in 1992.
Mr. Vander Zalm now leads a hugely popular grassroots campaign in British Columbia to repeal the Harmonized Sales Tax (HST) which he and his supporters say is illegal.
Co-incidentally, on March 24, 1991, a five year old boy, Michael Dunahee, disappeared from Victoria playground when a mysterious "white van" was seen in the area of his disappearance. A "white van" was subsequently seen in the area of the abduction of Mindy Tran who was found brutally murdered in Kelowna, in 1994, and, according to child abduction investigator Rob Nicholson, the Provincial Court of British Columbia Chief Judge, Hugh Stansfield, was in the habit of renting "white vans" that he used during his expeditions to arrange for sex with young children. The Water War Crimes Continue Premier Rita Johnson
Rita Margaret Johnston was born in Melville Saskatchewan on April 22, 1935, (née Leichert) and became Canada's first woman premier of any Canadian province when she succeeded Premier Bill Vander Zalm who was forced from office by scandal.
Although her term in office was brief, under her direction and leadership the Government of British Columbia continued the illegal restrictions on fresh water exports and the violations of the Canada US Free Trade FreeTrade Agreement and the GATT.
Premier Johnson's government was defeated in the 1991 general election and she retired from politcal life.

Michael Franklin Harcourt was born in Edmonton, Alberta, January 6, 1943 served as the 30th Premier of the province of British Columbia from 1991 to 1996. He obtained a Bachelor of Arts and a Law Degree from the University of British Columbia, entered civic politics, then provincial politics and became Premier after the general election in 1991.
Under his leadership, the Governmnent of British Columbia continued the cover up of the Water War Crimes, continued the illegal restrictions on fresh water exports, continued the violations of the FreeTrade Agreement, the NAFTA and the GATT, developed its strategy of concealment of evidence and fraud on the court and developed its strategy of defeating the Sun Belt Water Inc. lawsuit in the courts by a personal attack against its lawyer, Mr. Carten.
Premier Michael Harcourt resigned as premier in February, 1996, as the result of the Bingogate Scandal in which an NDP politician stole money from a charitable organization to use for political purposes. Mr. Harcourt was never charged but the politician, David Stupich, entered a plea of guilty and was sentenced to 18 months of house arrest by a politically appointed judge of British Columbia's Provincial Court who was specially selected by the Attorney General for that hearing. The total sum looted was estimated to be $1 million and was never returned. The case was generally regarded as fixed and Mr. Stupich was granted a light sentence in exchange for his agreeing to maintain his silence about other political corruption he was aware of.

In November, 2007, he received an honorary doctoral degree in Law from the University of British Columbia where he was subsequently appointed Associate Director of the Centre for Sustainability.

Glen David Clark was born November 22, 1957 in Nanaimo British Columbia, educated at Simon Fraser University and was first elected in 1986. He became Premier of British Columiba after Premier Michael Harcourt resigned as a result of the Bingogate Scandal. Mr. Clark called an election for late May 1996, where his party narrowly won a majority of seats, despite receiving fewer votes across the province than the second-place BC Liberal Party then under the leadership of Gordon Campbell.
Under his leadership, the Governmnent of British Columbia continued the cover up of the Water War Crimes, continued the illegal restrictions on fresh water exports, continued the violations of the FreeTrade Agreement, the NAFTA and the GATT, continued the strategy of concealment of evidence and fraud on the court in the Sun Belt Water Inc. lawsuit and increased the intensity of the British Columbia Government's personal attack on Sun Belt Water's legal counsel.
As part of his political theatre, Mr. Clark adopted the rhetoric of anti-Americanism. Mr. Clark openly applauded the illegal, potentially explosive, three day blockade of an Alaskan Ferry in Prince Rupert, a port on the north coast of British Columbia that nearly saw American warships sent to break the blockade and rescue the 300 or more, mostly Americans, who had been detained. In an equally dangerous act of political brinkmanship, never before seen in Canada, Mr. Clark, unilaterally, cancelled the lease at the under water submarine torpedo resting range near Nanoose, on Vancouver Island, in order to deny the US Navy the use of the facility under a long term agreement with Canada's armed forces.
Escalating his war with America, Premier Clark sought to deny Americans access to Canadian water by introducing formal legislation that prohibited the export of fresh water in containers larger than a five gallon bucket. The legislation violated, both the GATT and the NAFTA, and was illegal under Canada's constitution which reserves to the Federal Government matters of trade policy - such as the size of the containers in which trade will take place.
Mr. Clark was removed from office in a complex set of circumstances that involved alleged agents of the Liberal Party of Canada, then under the leadership of Prime Minister Jean Chretien, the Liberal Party of British Columbia, then under the leadership of Gordon Campbell, and the co-operation of Clark's Attorney General, Ujjal Dosanjh. Some regard his take down as a political coup d'etat by the police working in co-operation with the federal government and opposition party and the quisling, Dosanjh. The search warrant on Premier Clark's residence was issued by Chretien appointed British Columbia Supreme Court Associate Chief Justice Patrick Dohm, a Defendant in the Federal Court of Canada lawsuit filed by Mr. Carten and Ms. Gibbs.
The ostensible basis for the coupt d'etat against Premier Clark was his allegedly having received a benefit in exchange for the granting of a casino locence. Criminal charges were brought against Mr. Clark and the public was distracted by a "show trial" that is regarded by astute observers as fixed by insiders with the Ministry of the Attorney General and the local judiciary. Mr. Clark was allegedly in a position to bargain because he had knowledge of the insiders with the Governments of Canada and British Columbia who attempted to profit from a government created bulk water export monopoly and he exchanged his silence for an acquittal.
Mr. Clark was found not guilty but was scolded by the trial judge for bad judgment to show that the "show trial" was justified.

Mr. Clark retired from politics and took up employment with British Columbia billionaire, Jim Pattison, who plays trumpet in his local church and donates to worthy causes including, presumably, the rehabilitation of Premier Glen Clark.

The search warrant on Premier Clark's residence was issued by Chretien appointed British Columbia Supreme Court Associate Chief Justice Patrick Dohm, a Defendant in the Federal Court of Canada lawsuit filed by Mr. Carten and Ms. Gibbs.
The ostensible basis for the coupt d'etat against Premier Clark was his allegedly having received a benefit in exchange for the granting of a casino locence. Criminal charges were brought against Mr. Clark and the public was distracted by a "show trial" that is regarded by astute observers as fixed by insiders with the Ministry of the Attorney General and the local judiciary. Mr. Clark was allegedly in a position to bargain because he had knowledge of the insiders with the Governments of Canada and British Columbia who attempted to profit from a government created bulk water export monopoly and he exchanged his silence for an acquittal.
Mr. Clark was found not guilty but was scolded by the trial judge for bad judgment to show that the "show trial" was justified.

Mr. Clark retired from politics and took up employment with British Columbia billionaire, Jim Pattison, who plays trumpet in his local church and donates to worthy causes including, presumably, the rehabilitation of Premier Glen Clark.

Paul Fraser, who was with Clark Wilson, at the time, and went on to act for Ms. Annett, the former president of WCW in the related lawsuit filed by Aquasource Ltd. before being appointed by Premier Campbell as Conflict of Interest Commissioner and, most recently, Freedom of Information Commissioner.
Peter Brown, the Financier at Cannacord Capital, made large political donations to Mr. Campbell's party and had previously assisted to raise capital for WCW.
Finally, according to documents from the files of WCW, the notorious Patrick Kinsella through his unregistered lobbyist firm, the Progressive Group, played a role in the development of the idea for a moratorium on bulk water exports that exempted WCW. The moratorium was never intended as an environmental measure. It was conceived and implemented as a business strategy under the guise of environmental protection.
Correspondence from Mr. Campbell 's Deputy Minister and Cabinet Secretary, Ken Dobell dated August 14, 2002, and from Premier Gordon Campbell, dated May 23, 2003, show Mr. Campbell 's apparent approval of fraud, perjury and obstruction of justice in the Supreme Court of British Columbia.

Premier Campbell was also advised by Mr. Stan Hagen who had been in the cabinet of Bill Vander Zalm when the Government of British Columbia conferred illegal favours on W.C.W. Western Canada Water Ltd. and, at that time, Mr. Hagen had advised a couple of investors in Snowcap Waters Ltd. that W.C.W. Western Canada Water Enterprises Ltd. was likely to succeed because it was backed by "really big money". About a year after he was installed as Premier, the Vancouver Sun reported (Fri June 14, 2002) that "really big money" in the form of world class billionaire, David Rockerfeller, flew into Vancouver and had had meetings with Premier Gordon Campbell and Sustainable Resource Management Minister Stan Hagen. Mr. Rockerfeller may have been a disgruntled investor in W.C.W. Western Canada Water Ltd. through a New York depository institution, linked to Mr. Rockerfeller, Cede and Company, that in March 1991, owned about 7 million shares in W.C.W. Western Canada Water Ltd. If Mr. Rockerfeller or a company linked to him had been an investor in W.C.W. Western Canada Water Ltd., then he probably did not expect to be cheated by a group of small time, incompetent crooks from British Columbia or embark upon a criminal venture with assets that were essentially stolen and he may have come to British Columbia to recover his losses.
Mr. Hagen dropped dead from a sudden heart attack shortly after a meeting with Premier Gordon Campbell, in January, 2009, and a few short months later Chief Judge, Hugh Stansfield also dropped dead.
In a recent conversation, Mr. Colin Beach, president of Aquasource Ltd., advised that he was told by William Pearce that the BC cabinet had directed him not to release certain documents to Aquasource Ltd. as part of the litigation process.
Premier Gordon Campbell is fully aware of the documented proof of fraud, perjury and obstruction of justice employed by the Ministry of the Attorney General against Sun Belt Water Inc. when it attempted to obtain a measure of justice in the courts of British Columbia and of the corruption that took place inside the Ministry of the Attorney General when the Water War Crimes were set in motion and executed under BC Premiers Bill Bennett and Bill Vander Zalm.
Premier Campbell and his former Attorney General, Wally Oppal, refused to investigate allegations against Provincial Court Chief Judge Hugh Campbell Stansfield when he was clearly out of control and are presumed to have played a role in the nasty, underhanded, malicious prosecution of Mr. Carten because he was exposing more of the criminal mis-conduct by government officers and employees that was connected to the WaterWarCrimes.
