The Mexican-American Agreement and the Canadian-Mexican Agreement are evidence of the emerging economic partnership between Canada, the United States and Mexico that will develop Canada's western and northern water resources for continental purposes in a creative way in order to generate real prosperity and real wealth for the people of all three countries that are committed to deepening their ties under the principles of the North American Free Trade Agreement.

The Obama - Harper Initiative
Prime Minister Harper, one of Canada's more intelligent Prime Ministers who does not have a reputation for personal corruption, was fully aware that the water export issue had been badly mishandled by previous Canadian governments due to greed, corruption, foreign meddling, and Canadian petty mindedness.
Prime Minister Harper assured President Obama that both he and the British Columbia Premier, Gordon Campbell, would do everything in their power to move the matter forward but he told him that the issue had to be handled quietly and from behind the scenes due to the sensitive politics about water in Canada.
President Obama put his faith in Prime Minister Harper who, with the able assistance of California Governor Arnold Schwarzenegger and Premier Gordon Campbell, performed as he had promised. President Obama was happy and did not threaten Canada with an invasion although former Prime Minister Chretien warned Canadians that a war over water might soon take place.
Over the next several years, key agreements were signed between Canada and British Columbia, on the one side, and the United States and several western states, California, Washington State, Oregon, Montana and Utah, on the other side. In addition, Canadian western Premiers signed agreements committing their provinces to be stewards of their fresh water resources for the benefit of all of North America.
Since that time, elections have come and gone.
In 2011, Prime Minister Harper achieved his coveted majority position in parliament which gave him a clear mandate to do as he pleases on the issue. Premier Gordon Campbell was removed from office in the same year due to corruption allegations. Campbell's successor was a former politician turned radio talk show host named Christy Clark who agreed to play along with Prime Minister Harper's secret strategy and, in return, Prime Minister Harper promised to help her get elected in the next provincial election in May of 2013 which is not an easy task given the hostility of the voters to the government of Christy Clark because of the clear corruption of her predecessor Gordon Campbell.
On the same day the Mexican President was visiting Ottawa, British Columbia Premier Christy Clark told industry leaders at a fundraising dinner that "B.C. could lead Canada in economic growth by harnessing its natural resources and expanding its export capacity".
In keeping with the veil of secrecy that has shrouded the issue of fresh water exports from Canada over the past several years, Premier Christy Clark did not manke any reference to water exports in her speech although the veil is expected to be lifted during the lead up to the election in May of 2013 when Premier Clark is expected to seek approval of the voters over for massive fresh water exports and when opposition leader Adrian Dix and a few of his colleagues will be facing criminal charges for obstruction of justice as a result of their interference with the administration of justice and violating international treaties when Glen Clark was the Premier of British Columbia.
Unfortunately, the recent murder of Madam Justice Carolyn Layden-Stevenson and the suicide, probable murder, of Department of Justice lawyer, Eric Noel, has cast a negative pall over the whole scheme especially in view of the fact that Prime Minister Harper was warned on several occcasiosn that his legal strategy would result in more death from murder, suicide, sudden dis-ease, and sudden accident.
Nonetheless, the project is expected to move forward and bring great benefits to the whole population and economy of North American from Alaska through Canada, the United States and into Mexico.
