Vic Toews, a Crime Scene and a Murdered Judge

Why is Public Safety Minier, Vic Toews, refusing to investigate the death and probable murder of Justice Layden Stevenson?
The authority of the Minister, to direct the R.C.M.P. to conduct an investigation of the death of Justce Carolyn Layden- Stevenson is set out in section 5 (1) of the R.C.M.P. Act that reads as follows:
5. (1) The Governor in Council may appoint an officer, to be known as the Commissioner of the Royal Canadian Mounted Police, who, under the direction of the Minister, has the control and management of the Force and all matters connected therewith.
Murder is on of the most serious offeces in Canada.
Historically, the Minister of Public Safety frequently orders the RCMP to carry out investigations of allegatons of far less serious criminal conduct than murder. So why is Minister Toews refusing to order the investigation of a what ay be he murder of a senior judge? Does he have a conflict of interest? Was he part of the group of insiders that lured Madam Justrice Carolyn Laden Stevenson into a legal and judicial trap and that subsequently murdered her.

I write to request that you advise me whether or not the RCMP are conducting an investigation into the possible murder of Madam Justice Carolyn Layden-Stevenson on June 27, 2012.
The RCMP will has not responded to my inquiry on this issue.
I have some information that may assist them to identify the murderer(s) but it must be handled in a discreet and sensitive manner.
I was not completely surprised by the sudden death of Justice Carolyn Layden-Stevenson. She is the 12th judges associated with the lawsuit we (Ms. Gibbs and I) filed in the Federal Court under case number T-95-08 to have died suddenly as the case moved forward. I had previously warned Prime Minister Harper, Mr. Nicholson, and others that more deaths would ensue if the case were not settled.
12 judges, associated with one case, suddenly dying, like that, is not a co-incidence. Yes, it is likely that a few died from natural causes but a number were apparently in fine health, they knew some inside information and others had motive to murder them. Justice Layden-Stevenson falls into this category.
If there is no criminal investigation of the death of Justice Carolyn Layden-Stevenson, then I suggest you direct the RCMP to begin one immediately because there may be a serial killer at work.
